Management Team

Russ Parker

Russ Parker manages the company's new business development in close association with the partners of Parker Properties. Russ also works with the project teams to develop and implement the design, entitlements, leasing plans, marketing strategies, and enhancement programs for all company projects.

Russ has been actively involved in California's commercial markets for more than 30 years. Prior to his role with Parker Properties, Russ worked with JMB Realty, Equidon Investment Builders, and CB/Richard Ellis in Riverside. During that time he managed leasing and marketing activities for a large Southern California office portfolio, leased and sold office industrial, retail, and office space, and has specialized in office building marketing and development.

Russ received a bachelor's degree in Design from the University of California, Los Angeles. Russ Parker is an active member of NAIOP, ULI, and the Leukemia and Lymphoma Society. He was named "Man of the Year" for the Leukemia and Lymphoma society in 2007.

Lee Redmond

Lee Redmond's responsibilities include directing the development, financing and operations activities of Parker Properties. He is an experienced developer, having directed more than $1 Billion of commercial development and 1,400 acres of land during the last 32 years. His previous experience includes serving as Senior Vice President of Kaiser Ventures, Inc., responsible for overseeing the redevelopment of the former Kaiser Steel Mill site in Fontana, California, director of new and existing projects in the Inland Empire for Birtcher Real Estate Group, and Vice President of The Regency Group in Florida.

His expertise includes entitlement and development of large multi phased commercial developments, including land, office, and mixed use projects. He began his real estate career in property management of office buildings and has broad experience in the management and operations of commercial properties. He is also a licensed real estate broker in California.

Lee is a graduate of Washington and Lee University in Lexington, Virginia and is actively involved in ULI and NAIOP. He formerly served as chairman of the Inland Empire Economic Partnership and the San Bernardino County Children Fund.

Matt Jepsen

Matt Jepsen is responsible for the day-to-day management of Parker Properties’ construction activity.  Matt brings to Parker Properties his expertise in performing preconstruction services, budgeting, scheduling, and construction management services from project conception through closeout.  Matt coordinates due diligence processing during project acquisitions and entitlement, while assisting the design team in implementing a project execution plan through constructability and value engineering reviews.

Matt’s background in the Southern California real estate market began with Opus West where he managed various office and industrial projects.  Matt later joined DPR Construction, Inc. where the range of projects extended into managing third party construction activity for various market sectors including healthcare, biotechnology, pharmaceutical, entertainment, and campus environments.

As a United States Green Building Council LEED Accredited Professional, Matt is guiding Parker Properties through sustainable design and conscientious construction for the operation and management of efficient buildings for tenants striving to work in eco-friendly surroundings.  Matt is actively involved in the Surfrider Foundation serving as a Steering Committee member.   Matt earned a Bachelor of Science Degree from Iowa State University in Construction Engineering.

KC Redmond

KC Redmond leads Parker Properties Management Services which has a history of providing state-of-the-art, industry-leading property management services with a proven track record for increasing asset value and tenant satisfaction. Through a tenant driven management approach, Parker Properties uses its people, systems and technology to design and develop comprehensive, property-specific plans to meet the needs of the ownership as well as the tenants.

KC has managed commercial real estate since 1977 and brings to the organization a broad base of experience across the real estate spectrum encompassing development, property management and leasing, due diligence, asset management and lease audit.   Having been with Parker Properties during its formative years, KC  also worked with National Services Company and Equidon Investment Builders before coming back to Parker Properties in 2003. 

KC Redmond attended The University of New Mexico and holds a California Real Estate License and the Certified Property Manager (CPM) designation from the Institute of Real Estate Management.

Kelly Hallbeck

Kelly Hallbeck manages all of the company’s accounting functions, accounts payable, and receivable and financial reporting.  Kelly also works with the construction team to complete the monthly construction draw for each of Parker Properties’ projects.

Kelly’s experience prior to Parker Properties was with a national staffing agency where she worked as an analyst in the payroll and billing department.

Kelly received a bachelor’s degree in Economics and Business from Westmont College in Santa Barbara, which included a summer in Tianjin China as an intern with the Astor Hotel.  Kelly is currently working on her Master’s degree in Accounting from California State University, Fullerton.
